Hello, I was wondering if 4 of the R0883-14 in a custom built server rack would allow me to use a few 4U server in it with a set of rails so my servers can be slid in and out

Yes purchasing 4 of these units will allow you to build yourself a custom rack, you will require additional components to allow your servers to slide out, unless the servers have built in sliders.
You could consider the R8010 slide and rotate rack
