Will this fit over a rack shelf?

Unfortunately the R1272 range requires the rack rails to secure the slam latch, so these will not work with equipment behind them unless you have two sets of front rack rails.

Will this panel work without issues when installed in other off-the-shelf racks?

This panel may have compatibility issues depending on your setup: Rack compatibility: This panel is designed for 3mm rack rails. It may not function properly with racks that use thinner rails.
